Abstract
Deals with a new control system designed to achieve the explicit goals spelled out by the management. The Case describes the development of the new system which is interlinked with the new decentralized setup, both of which take place in stages from 1981 and are not fully complete by December 1982. The emphasis on a three year plan for better control as opposed to a one year budget is highlighted.
