Abstract
The case goes further into the activities of the Sarangpur ICD and illustrates how administrative decisions can be made more viable. In the text, the project officer is concerned about the cost of artificial insemination in his project. The text brings out the problem of choice between intensification of distribution and tighter control of production costs. It shows how an existing structure (supported by its own vested interests) geographic-cum-institutional spread makes a difference to the problem of projection and control.
