This case follows Part-A & Part-B of the same case. It is intended as an exercise both in project proposal formation in evaluating a project proposal. Mr. Krishnan, Secretary, Agricultural Department, Government of Madras, had received a proposal for seed multiplication and distribution submitted by Mr. Madhavan to the Government of Madras through the Director of Agriculture in November 1964. This proposal was for the period 1966-67 the area was to be covered in two years by this high-yielding variety.
