Abstract
This note first provides a rationale for why union budget may catalyse developing agriculture even though this sector is a state subject. It then discusses major strengths and weaknesses of some of the recent union budgets to raise a question whether they have initiated a process of retrogression or progression. Major opportunities and threats for developing agriculture through union budgets are then discussed. Concluding section pulls together the ideas on the preceding sections.
