Abstract

As a part of its initiative to bring the benefits of information technology to its citizens, the Government of Andhra Pradesh, in 1998, undertook the TWINS (twin cities network services) project, whose objective was to provide to the citizens several one-stop Government-to-Citizens (G2C) service centres called Integrated Citizen Service Centres (ICSCs). The concept of ICSC was tested by setting up the first such centre at Road No. 7, Banjara Hills on a pilot basis. This center was opened to the public on 30th December 1999, and in June 2000, an advertisement was released by the Government inviting bids from computer vendors to replicate the above pilot project at 24 other selected centres all over the cities of Hyderabad and Secunderabad. The case describes the design of the pilot project, experience with the pilot project, and details regarding requests for bids for opening new centres.
