Abstract
This case deals with the problems of implementation of a managerial decision to reward a highly efficient employee of a district panchayat. While the top administrators responsible for evaluating the person clearly recommend the award, the issue gets indefinitely delayed due to procedural questions raised by a superior agency and the internal agencies within the panchayat responsible for formal approval of the reward.
