Abstract
The note traces the development of the structure of the Civil Service in India from the British period to the present. It considers some empirical studies that have analyzed the character of the Service with reference to the background, education and attitudes of its members. It also refers to the ongoing debate about the relationship between generalists and specialists in administration, as well as between the bureaucrats and politicians, and mutual role perception.
