Abstract
Attempts to review historically the growth of the Indian Civil Service since inception. It looks at some of the basic assumptions underlying the Indian bureaucracy as established under colonial rule, and compares it with the Service in the existing changed environment and needs. The elements of continuity as well as of change are highlighted with reference to the character of the Service.
