Abstract
A promotion policy for the technical supervisory staff was not implemented by the chief engineer because of a reorganization scheme which he wanted to introduce. The staff then demanded implementation of the promotion policy. The class analyses the promotion policy, reorganization scheme and the personnel problems arising out of it.
