Abstract
The State Innovation & Research Foundation, Solapur (SIRF) was a voluntary network of 300 government primary school teachers, established in 2006 as a platform for innovative teachers. In 2012, after organizing a successful conference, the Secretary felt that the time had come to expand and scale up operations. However, funding was a major constraint, there was no infrastructure and the reliance on conferences to spread SIRF's message seemed inadequate. What should be the strategy for scaling up?
