Abstract
This note describes the main elements of the social and political environment within which the modern administrator works; brings out some of the culture continuities built into Indian society in spite of the process of modernization in all walks of life, and especially focuses on the power distribution within the society which influences its functions and developments, and the personality dimensions underlying these structural processes.
