Abstract
The Shivpur Urban Centre was the poorest performing centre. The authorities of FPAI wanted to know the reason for poor performance and asked two doctors to investigate the cause. This case describes the visit of these doctors to the centre and their interviews with the staff. They also visit one of the better performing centres. The doctors felt that since most of the organizational problems of the centre had now more or less been solved, the performance was likely to improve. It would be necessary to identify the activities that were likely to improve the performance. The case provides data for this.
