Abstract
Interaction of objectives, constraints and instruments has been highlighted in the planning context. The roles of the wage goods, capital goods and foreign exchange constraints have been analyzed against the backdrop of the growth, self relice social justice and modernization objectives. In the light of this, the problem of matching instruments with objectives is discussed.
