Abstract
The National Chemical Laboratory, Pune, like many laboratories of the Councils of Scientific and Industrial Research, India, was being criticized for not being relevant to the needs of the nation. There was an explicit change in policy from "basic" to "applied" research and administrative practices were introduced to bring about this change. The problems such transitions raise are viewed in relation to institution building.
