Abstract
Mr. S.L. Roy had been Chief Electrician (Radio & Radar) in the Indian Naval Service, and a research assistant in Physical Research Laboratory, Ahmedabad. He has been attracted by the technician entrepreneur scheme of Gujarat Industrial Investment Corporation, state-level development bank extending liberal financial assistance to technicians desiring to set up small scale manufacturing units. The GIIC finances his project for the manufacture of electronics equipment. It describes how Mr. Roy insisted on GIIC releasing the agreed instalment of working capital loan. The GIIC, in turn, requests Mr. Roy to negotiate with a commercial bank for the working capital loan and agrees to provide the margin towards the loan. The situation can stimulate discussion on the financial appraisal of a small scale project, and small scale manufacturers' perceptions of the attitudes and procedures of financial institutions.
