Abstract
This note gives the experiences of different countries with the MOU or contracting approach. French contracts, MOUs in different countries, the signalling systems in South Korea and Pakistan, and the performance contracts in Bangladesh are discussed. The experiences of different countries are compared and lessons drawn.
