Abstract
A project may fail because of several causes. A rigorous root cause analysis is required before the failure in addressed. In this case, the low delivery rate in a symptom and the root comes are not the people themselves, out the way the working environment in shaped by the Project Manager. Analyzing a failing project is a complex, non-trivial endeavor.
