Abstract
Mhow Ghatabillod road was a critical link connecting growing industrial areas around Indore in Madhya Pradesh. The condition of the road was poor. There was an urgent need to improve the road. Madhya Pradesh State Industrial Development Corporation Limited decided to develop the project on a Build, Operate and Transfer basis. As per the original cost and traffic estimates, there were no takers for the project. A consultant was appointed to manage the process, by restructuring the project scope and costs in a manner that would attract bidders. The case examines what the way forward should be for the consultant.
