This note describes the concept of MOUs conditions for their effectiveness, origin of the concept, different kinds of MOUs and their format, the mechanisms of monitoring MOUs and the lessons for meaningful application of MOU concept. It briefly describes the experiences in some countries and discusses the reasons for the MOUs' limited success. In an appendix, it gives a comparison of the performance contracting system, French contract system and the signalling system.
