The first Case (A) describes how the state family planning bureau guides and controls the field operations, particularly the nature of interaction between the state bureau and the district bureau. Based on an interview with the chief of family planning at state level, the case provides information on the functions of the bureau, its dealing with the district bureaus, and how corrective action on poorly performing districts needed to be organized. A typical field visit of the chief is also described.
