Abstract
This case deals with the sub-project of establishing rubber processing factories in the cooperative sector in Kerala to improve the economic conditions of small farmers. It shows how project management becomes helpless as action is delayed by authorities which have entered into an agreement with the World Bank. It also raises the question of organizational setup. The broad question of setting up rubber processing factories in the cooperative sector as an induced growth factor rather than demand-based action is raised.
