Abstract
Mr. Prasad, an agricultural officer from the adjoining state, was selected by UPSC for deputation to Paharpur as Director of Agriculture. Assuming the Director's position, Mr. Prasad takes several unorthodox steps within his own department in relation to the external system. His major emphasis in the process is the need to achieve the goal of agriculture development. As a result of his efforts, although outside the normal frame of governmental rules regulations, he is able to achieve the goal in four years in a major way. At the end of his tenure, there is an enquiry about his method of handling the programme. The question arises whether to extend his deputation period or reward him in some other way or to punish him.
