The case relates to the issue of developing and implementing a programme to finance weaker sections of rural population. The programme warrants interface among a bank, developmental agency, a milk processing unit, milk producers' societies and individual milk producers, and stipulates a certain degree of coordination for the success of the programme. Some problems, however, crop up during the implementation of the programme. The objective is to highlight the deficiencies in the programme and to offer modifications/alterations to make the programme a success.
