Abstract
This case deals with the problems and processes involved in planning and implementation of a scheme known as "key village scheme". The basic objective of this scheme was rapid multiplication of farm-bred bulls in the breeding tracts for meeting the acute shortage of high-quality of bulls. The case gives the genesis of the programme, approach and method of work, organizational structure, and observations of various evaluation committees. The process of planning, implementation and evaluation is described in detail.
