Abstract
The note is based on the minutes of the district dairy union in a backward district during the period 1972 to 1982. The purpose is to analyse the challenge that an evolving loosely-coupled organization faces in an uncertain environment. The issues relating to the process of organizational evolution are given in Part A and the minutes are given in Part B.
