The case is about an e-governance project taken up by the Department of Andhra Pradesh Municipal Administratition to roll out a comprehensive and uniform software programme across all urban local bodies in the state. The basic objectives for taking up the project were to upgrade urban management processes and to enhance service delivery and effective civic administration. The development of E-Suvidha project encompassed two application softwares: 1) E-MAS that standardized all common functions. Sixteen modules were developed under this application. 2) MMIS that provided better access to information from all ULBs for effective monitoring. The case highlights how poor project management practices resulted in poor implementation of the project.
