Abstract
This note explains the process of target setting in the Five Year Plans. The target for automobile tyres depends upon the target for production of vehicles, which in turn depends upon the growth in national income, industrial production and goods traffic. When the growth rate in income and industrial production went completely away the targets set for automobile tyres had also to be radically altered in the Fifth Plan.
