Abstract
This case deals with the paradox that the multipurpose activities enable some PACS to be viable and utility oriented, while others are neither viable nor utility oriented. This case seeks to find out whether differences in management, infrastructure, size and nature of the operation, etc. of the two PACS, could explain this paradox, and assist in identifying how the PACS, may become multipurpose better.
