Abstract
This case gives against of the communication processes involved in the rabi production campaign. It brings out 1) the complex administrative problems involved in planning implementing a development programme, especially in planning supplying various inputs in a coordinated manner within a specified period, 2) the role functions of functionaries operating at various levels of administration such as central, state, district, block village levels, of persons working in various agencies outside the general administrative machinery such as various corporations, panchayats, cooperatives, 3) the interdependence interaction of the activities of functionaries operating at different levels, the extremely complex problems of inter-departmental inter-agency coordination.
