Abstract
In May 1978, the companys Managing Director was concerned over the delay in getting government sanctions for starting an export-oriented tool-manufacturing venture. His dilemma was how best he could communicate the urgency of the situation and the need for speedy clearance of the project to the government, particularly the bureaucracy. Part A ends at the point where the Managing Director has decided to write to the Union Minister for Industry. The question is: What should be the message and its tone? Part B indicates the action actually taken. This part can be used to analyze and understand the dynamics of a companys relationship with the government and vice versa.
