Abstract
The case discusses a typical position where a Block Development Officer operates as an ex-officio chairman of a marketing society which has an operating capital of over two lakhs of rupees. It shows the kinds of political social problems that such a chairman has to face and the kind of conflicts that it creates in terms of his conflicting roles that he has to perform. At one hand he is responsible for the development and smooth functioning of such cooperative societies for his area therefore seeks support from the social and political leadership of the area and on the other hand takes punitive actions against the same very leadership for violations of rules, regulations, etc.
