Abstract
The cases Antyodaya (A) and (B) present the experience of planning and implementing a target group specific development programme of a state government. The cases highlight the positive features in the implementation of the programme and raise questions about its design in the context of the kind of beneficiaries, the services offered, and the administrative organization available.
