Abstract
With the financial crisis hitting the European periphery, extreme cases of misallocation of public funds can be identified within the island of Madeira. Ready availability of funding along with political discourses of structural development were instrumental in realizing infrastructure on a grand scale whose financial returns are very uncertain. Governance of PPP schemes and concession contracts appear highly resistant of lack of funding and severe financial disequilibria.
